Register for a federal EIN, then apply for state-specific accounts: Oregon requires a Business Identification Number (BIN) and Combined Payroll Tax Reporting; Washington requires a UBI number, ESD (unemployment), and L&I (workers’ comp) registrations. Use payroll software or a provider to ensure tax compliance and timely filings.

Oregon: State income tax withholding, unemployment insurance (UI), Paid Leave Oregon, transit taxes (TriMet/LTD), and Workers’ Benefit Fund. Washington: No income tax, but employers pay UI, L&I, and withhold PFML and WA Cares from employee wages. Each state has unique reporting schedules and wage caps.

Oregon requires a 1% payroll contribution (60% employee / 40% employer for large employers). Washington’s PFML has a variable rate (~0.8%) with ~27% employer share if over 50 employees. Each state runs its own benefit system and has distinct compliance rules.

WA Cares is a mandatory long-term care insurance program in Washington. Employers must withhold 0.58% of all employee wages and remit quarterly. There is no employer contribution. Exemptions are limited and must be documented.

Yes. Oregon uses private or SAIF insurance; Washington requires coverage through the state L&I system. You must report payroll and pay premiums quarterly. Misclassification or lack of coverage can result in penalties.
